All department personnel are responsible for protecting employees from cold exposure injuries.<\/p>\n<p>This section describes:<\/p>\n<ul>\n<li>Extreme cold and normally-expected weather conditions.<\/li>\n<li>Department, supervisor, and employee responsibilities for providing and using protective outerwear.<\/li>\n<li>Cold exposure injuries.<\/li>\n<li>Frostbite and hypothermia procedures.<\/li>\n<\/ul>\n<h3>Cold Weather Conditions<\/h3>\n<h4>Extreme Cold Weather<\/h4>\n<p>Extreme cold conditions exist when the equivalent chill temperature is at or below -25 degrees Fahrenheit.<\/p>\n<h5>Equivalent Chill Temperature<\/h5>\n<p>Equivalent chill temperature is a function of the actual (ambient) temperature and the estimated wind speed. To determine the equivalent chill temperature, refer to <a href=\"#temperature\">Figure 1<\/a>&nbsp;below.<\/p>\n<p>Current air temperature and wind speeds can be obtained through TV and radio newscasts and reports, and through WWW weather sites, such as the <a href=\"https:\/\/www.noaa.gov\/weather\">National Oceanic and Atmospheric Administration<\/a>.<\/p>\n<h4>Normally-Expected Weather<\/h4>\n<p>Normally-expected conditions exist when the equivalent chill temperature is above -25 degrees Fahrenheit.<\/p>\n<h3>Extreme Cold Weather Protection<\/h3>\n<p>Employees required to work in <b>extreme cold weather<\/b> conditions are to use protective outerwear and work\/warm-up schedules to prevent frostbite and hypothermia.<\/p>\n<p>Supervisors must consider employee requests to use extreme cold weather protective outerwear regardless of temperature.<\/p>\n<h4>Department Responsibilities<\/h4>\n<p>The employing department must provide extreme cold weather protective equipment. Extreme cold weather is defined as an equivalent chill temperature of at or below -25 degrees Fahrenheit.<\/p>\n<p>Extreme cold weather protective equipment includes items such as insulated gloves, hats, coveralls, and footwear.<\/p>\n<h4>Supervisor Responsibilities<\/h4>\n<p>Supervisors are to:<\/p>\n<ul>\n<li>Determine whether employees will be working in extreme cold weather conditions.<\/li>\n<li>Ensure that employees are equipped with and wear protective outerwear when necessary.<\/li>\n<li>Implement work\/warm-up schedules when indicated by equivalent chill temperature (<a href=\"#temperature\">Fig 1<\/a>).<\/li>\n<li>Consider employee requests to use extreme cold weather protective outerwear regardless of temperature.<\/li>\n<\/ul>\n<h4>Employee Responsibilities<\/h4>\n<p>Employees required to work in extreme cold weather conditions are to wear department-provided protective outerwear or wear equivalent personal protective outerwear.<\/p>\n<h3>Normal Weather Apparel<\/h3>\n<p>Employees required to work in <b>normally-expected weather<\/b> conditions are to provide and use personal apparel suitable for the conditions.<\/p>\n<h3>Cold Exposure Injuries<\/h3>\n<h4>Frostbite<\/h4>\n<p>Frostbite is caused by the freezing of the fluids around the cells of body tissue.
