The program is intended to ensure that safety and compliance are maintained at all University locations where:<\/p>\n<ul>\n<li>Radioactive materials are held under the Washington State-issued broad scope license.<\/li>\n<li>Radiation-generating machines are installed and operated under the authority of the University.<\/li>\n<\/ul>\n<p>All machines and permanent machine locations are registered and\/or licensed through the <a href=\"http:\/\/www.doh.wa.gov\/CommunityandEnvironment\/Radiation.aspx\">Washington Department of Health<\/a>&nbsp;(WA DOH).<\/p>\n<h3>Purpose<\/h3>\n<p>Concerns over the potential hazards of radiation have led to extensive federal and state regulations controlling the use of such radiation sources. The RSO&nbsp;provides support services to ensure that:<\/p>\n<ul>\n<li>Any hazards associated with the use of radioactive materials or radiation-producing devices are minimized.<\/li>\n<li>All uses of these materials and devices are in compliance with applicable regulatory requirements and University policies.<\/li>\n<\/ul>\n<h3>Implementation Responsibilities<\/h3>\n<p>The RSO&nbsp;is responsible for the following functions to ensure proper implementation of the Radiation Protection Program.<\/p>\n<h4>Essential Functions<\/h4>\n<p>The RSO&nbsp;maintains administrative and technical operations; qualified and trained personnel; and resources (facilities, equipment, and supplies) necessary to maintain the essential functions of the Radiation Protection Program. Such operations, personnel, and resources include:<\/p>\n<ul>\n<li>Regulatory affairs and licensing of both radioactive materials and radiation-generating machines (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-50\/\">SPPM 9.50<\/a> and <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-60\/\">9.60<\/a>).<\/li>\n<li>Radiation Protection Program administration and support (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-10\/\">SPPM 9.10<\/a>).<\/li>\n<li>Radiation Safety Committee administration and records management (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-10\/\">SPPM 9.10<\/a> and 9.20).<\/li>\n<li>Implementation of Radiation Safety Committee-initiated modifications and changes to the Radiation Protection Program (see &nbsp;<a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-40\/\">SPPM 9.40<\/a>&nbsp;and 9.20).<\/li>\n<li>Radioactive material receiving, shipping, and transport (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-50\/\">SPPM 9.50<\/a> and <a href=\"http:\/\/www.rso.wsu.edu\/\">RSO<\/a> shipping and transportation information).<\/li>\n<li>University-wide accountability and control of radioactive materials and devices (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-50\/\">SPPM 9.50<\/a> and <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-60\/\">9.60<\/a>).<\/li>\n<li>Radiological hazard assessment (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-30\/\">SPPM 9.30<\/a>).<\/li>\n<li>Personnel training in basic radiation safety and required compliance procedures (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-30\/\">SPPM 9.30<\/a> and the <a href=\"http:\/\/www.rso.wsu.edu\/\">RSO<\/a> radiation safety training webpage).<\/li>\n<li>Personnel exposure monitoring and individual worker exposure records retention (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-30\/\">SPPM 9.30<\/a>).<\/li>\n<li>Radiation protection instrument quality control and assurance (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-30\/\">SPPM 9.30<\/a> and <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-60\/\">9.60<\/a>).<\/li>\n<li>Audit and oversight of radiation use authorizations (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-40\/\">SPPM 9.40<\/a>, <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-50\/\">9.50<\/a>, and <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-60\/\">9.60<\/a>).<\/li>\n<li>Audit and oversight of radiation use facilities until such facilities are decommissioned (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-50\/\">SPPM 9.50<\/a>).<\/li>\n<li>Radiation surveys for ambient exposure rates and contamination (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-30\/\">SPPM 9.30<\/a>).<\/li>\n<li>Implementation of noncompliance corrective actions (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-06\/\">SPPM 9.06<\/a>, <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-10\/\">9.10<\/a>, 9.20, <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-30\/\">9.30<\/a>, and <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-50\/\">9.50<\/a>).<\/li>\n<li>Facility and equipment decommissioning documentation for free-release (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-60\/\">SPPM 9.60<\/a>).<\/li>\n<li>Radioactive waste management (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-9-80\/\">SPPM 9.80<\/a>).<\/li>\n<\/ul>\n<h4>Radiation Protection Program Manual<\/h4>\n<p>The Radiation Safety Office publishes the <a href=\"http:\/\/www.rso.wsu.edu\/rppm.htm\">Radiation Protection Program Manual<\/a> (RPPM). The RPPM contains:<\/p>\n<ul>\n<li>Detailed radiation user information concerning the essential functions listed above.<\/li>\n<li>Standard operating guidelines that are to be used to maintain safety and compliance in radiation use operations.<\/li>\n<\/ul>\n<h4>Records Management<\/h4>\n<p>The Radiation Safety Office manages and maintains all applicable University records specified by regulation, in accordance with applicable records retention requirements. See <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/business-policies-and-procedures-manual\/bppm-90-01\/\">UPPM 90.01<\/a> and state regulation <a href=\"http:\/\/apps.leg.wa.gov\/wac\/default.aspx?cite=246-221-230\">WAC 246-221-230<\/a>.
