Any traveler using personal resources while making travel arrangements must either meet the eligibility requirements for an advance or wait until after the trip to be reimbursed.<\/p>\n<p>Tips to avoid financial hardship when making travel arrangements:<\/p>\n<ul>\n<li>Book directly with supplier for lodging and rental cars to reduce the amount paid prior to the trip (see also <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/business-policies-and-procedures-manual\/bppm-95-06\/\">UPPM&nbsp;95.06<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/business-policies-and-procedures-manual\/bppm-95-12\/\">95.12<\/a>);<\/li>\n<li>Use the following University charge card accounts for conference registration and airfare purchases to eliminate the need to use personal resources:\n<ul>\n<li>For conference registration, use the department purchasing card (see&nbsp;<a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/business-policies-and-procedures-manual\/bppm-70-08\/\">UPPM 70.08<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/business-policies-and-procedures-manual\/bppm-95-01\/\">95.01<\/a>).<\/li>\n<li>For business airfare, use either the department\u2019s Central Travel Account (CTA) (see&nbsp;<a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/business-policies-and-procedures-manual\/bppm-95-03\/\">UPPM 95.03<\/a>) or a University travel card account issued to an individual (see&nbsp;<a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/business-policies-and-procedures-manual\/bppm-95-04\/\">UPPM 95.04<\/a>).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Note:<\/strong>&nbsp;University travelers are to charge WSU business airfare to the department\u2019s CTA, whenever possible.<\/p>\n<h3 id=\"Two_0\">2.0&nbsp;&nbsp;&nbsp; Applicability<\/h3>\n<p>This policy applies to all WSU employees and authorized travelers.<\/p>\n<h3 id=\"Three_0\">3.0&nbsp;&nbsp;&nbsp; Requirements<\/h3>\n<h4 id=\"Three_1\">3.1&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Eligibility<\/h4>\n<p>In order to be eligible for an advance the traveler must:<\/p>\n<ul>\n<li>Be a WSU employee;<\/li>\n<li>Be in travel status for no less than 15 days; and<\/li>\n<li>Have no outstanding advances in accounting.<\/li>\n<\/ul>\n<h5 id=\"Three_1_a\">3.1.a&nbsp;&nbsp; Limitations<\/h5>\n<p>A travel advance may not be considered as a loan to an employee. Also, a travel advance must not be:<\/p>\n<ul>\n<li>Issued for periods of more than 90 days;<\/li>\n<li>Issued more than 30 days prior to the trip start date;<\/li>\n<li>Used for expenses related to privately-owned vehicles (see&nbsp;<a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/business-policies-and-procedures-manual\/bppm-95-11\/\">UPPM 95.11<\/a>); and\/or<\/li>\n<li>Used for the purchase of commercial airfare (see&nbsp;<a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/business-policies-and-procedures-manual\/bppm-95-03\/\">UPPM 95.03<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/business-policies-and-procedures-manual\/bppm-95-04\/\">95.04<\/a>).<\/li>\n<\/ul>\n<h4 id=\"Three_2\">3.2&nbsp;&nbsp;&nbsp;&nbsp; Amount of Advance<\/h4>\n<p>Best practice is to avoid advancing the traveler more than they will spend. It is recommended that the advance amount be no more than the total per diem allowance for the number of days in travel status.<\/p>\n<h5 id=\"Three_2_a\">3.2.a&nbsp; Example<\/h5>\n<p>Travel to Phoenix, AZ from 3\/1\/18 through 3\/17\/18<\/p>\n<p>Figure 1<img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-medium\" src=\"https:\/\/wpcdn.web.wsu.edu\/wp-fais\/uploads\/sites\/2980\/2019\/02\/95.05_fig1.png\" width=\"833\" height=\"134\"><\/p>\n<ul>\n<li>Daily per diem allowance: $174 (lodging) + $59 (meals and incidentals) = $233&nbsp;<\/li>\n<li>Number of days in travel status: 16<\/li>\n<li>Total advance: ($233 x 16) = $3,728<\/li>\n<\/ul>\n<h4 id=\"Three_3\">3.3&nbsp;&nbsp;&nbsp;&nbsp; Issuing an Advance<\/h4>\n<p>The department is responsible for:<\/p>\n<ul>\n<li>Determining the allowable amount to advance (see <a href=\"#Three_2\">Section 3.2<\/a>);<\/li>\n<li>Contacting Travel Services to inquire about any exceptions to the travel advance policies (see <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/business-policies-and-procedures-manual\/bppm-95-01\/\">UPPM 95.01<\/a>);\n<ul>\n<li>Travel Services has the authority to deny any exception requests.<\/li>\n<li>If the exception is approved, the department must use FN057\/Gift funds for the advance;<\/li>\n<\/ul>\n<\/li>\n<li>Preparing and routing a Spend Authorization in Workday with the Cash Advance box checked (see Workday <a href=\"https:\/\/confluence.esg.wsu.edu\/spaces\/WKB\/pages\/156963485\/Create+Approve+Change+or+Close+a+Spend+Authorization\">Create Spend Authorization<\/a> for instructions). The department must attach documentation regarding any approved exceptions to the Spend Authorization;<\/li>\n<\/ul>\n<ul>\n<li>Gathering approval in Workday of the:\n<ul>\n<li>Employee;<\/li>\n<li>Employee\u2019s manager; and<\/li>\n<li>Financial manager authorized to approve travel for the applicable worktags (e.g., cost center, project, program, gift, grant).<\/li>\n<li><strong style=\"font-size: 1.125rem;color: initial\">Note:<\/strong><span style=\"font-size: 1.125rem;color: initial\"> Any other required approvals must be obtained outside of Workday, on printed copies of the Spend Authorization, which are then attached to the Spend Authorization in Workday; and<\/span><\/li>\n<\/ul>\n<\/li>\n<li>Submitting the Spend Authorization in Workday to Travel Services at least 10 business days prior to the trip start date to allow for processing time.<\/li>\n<\/ul>\n<h4 id=\"Three_4\">3.4&nbsp;&nbsp;&nbsp;&nbsp; Guarantee for Advance of Funds to Nonemployee Student<\/h4>\n<p>University policy limits cash or travel advances to faculty and staff employees only. The responsible dean or director may request an exception to the Travel Advance policy in order to advance funds to a nonemployee student.<\/p>\n<p>To ensure payment to the University in the event the recipient defaults in accounting for and\/or returning the funds, the dean or director completes and signs a Guarantee for Advance of Funds to Nonemployee Student certification form.
