{"id":43702,"date":"2020-07-10T13:20:20","date_gmt":"2020-07-10T20:20:20","guid":{"rendered":"https:\/\/policies.wsu.edu\/prf\/?page_id=43702"},"modified":"2025-07-07T11:22:53","modified_gmt":"2025-07-07T18:22:53","slug":"sppm-2-64","status":"publish","type":"page","link":"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/safety-policies-procedures-manual\/sppm-2-64\/","title":{"rendered":"2.64 Hearing Conservation"},"content":{"rendered":"\n<h1 class=\"wp-block-heading wsu-font-size--xxmedium\">Safety Policies and Procedures Manual<\/h1>\n\n\n\n<h2 class=\"wp-block-heading\">Hearing Conservation<\/h2>\n\n\n<div class=\"wsu-row wsu-row--single\" >\r\n    \n<div class=\"wsu-column\"  style=\"\">\r\n\t\n\n<p><strong>SPPM 2.64<\/strong><\/p>\n<p><strong>For more information contact:<\/strong><br>&nbsp; &nbsp;Environmental Health and Safety<br>&nbsp; &nbsp;509-335-3041<\/p>\n<hr>\n<h3>Policy<\/h3>\n<p>University units are responsible for minimizing employee exposure to hazardous noise levels.<\/p>\n<h4>Exposure Threshold<\/h4>\n<p>Since exposure to noise that equals or exceeds the 85 decibel (A weighted or dBA) 8-hour time weighted average (TWA) threshold is potentially hazardous to hearing, University units must limit employee noise exposure to levels below this threshold.<\/p>\n<h4>Exposed Employees<\/h4>\n<p>Each employee exposed to an 8-hour TWA occupational noise of 85 decibels (dBA) or greater, without regard to the use of hearing protection, is to be provided a hearing protection device, annual audiometric testing, and annual training. (<a href=\"https:\/\/apps.leg.wa.gov\/WAC\/default.aspx?cite=296-817-20015\">WAC 296-817-20015<\/a>)<\/p>\n<h4>Controls\/Hearing Protection&nbsp;<\/h4>\n<p>Occupational noise exposures above 85 decibels 8-hour TWA are to be reduced using engineering and\/or administrative controls. Where these controls are not feasible or insufficient, hearing protection is to be supplied to and worn by each affected employee.<\/p>\n<h4>Protection Requirements<\/h4>\n<p>Each affected employee must wear hearing protection in any of the following cases:<\/p>\n<ul>\n<li>Occupational noise exposures exceed 85 decibels 8-hour TWA<\/li>\n<li>Noise exceeds 115 decibels<\/li>\n<li>Impulse or impact noise meets or exceeds 140 decibels<\/li>\n<\/ul>\n<h4>Warning Signs<\/h4>\n<p>University units must post warning signs indicating &#8220;Hearing Protection Required&#8221; at entrances to areas where noise may exceed 115 decibels.<\/p>\n<h3>Responsibility<\/h3>\n<h4>Supervisors<\/h4>\n<p>Supervisors are responsible for the following:<\/p>\n<ul>\n<li>Ensuring that employees receive and wear appropriate hearing protection when noise exposure exceeds the hearing threshold defined above.<\/li>\n<li>Requesting noise assessments from Environmental Health &amp; Safety (EH&amp;S) when appropriate.<\/li>\n<li>Requesting additional noise monitoring when processes or procedures change that affect noise levels.<\/li>\n<\/ul>\n<h4>Employees<\/h4>\n<p>Employees are responsible for the following:<\/p>\n<ul>\n<li>Wearing appropriate hearing protection when noise exposure exceeds the hearing threshold defined above.<\/li>\n<li>Using hearing protection as directed by the supervisor.<\/li>\n<li>Maintaining hearing protection equipment in good condition.<\/li>\n<li>Requesting additional noise monitoring when processes or procedures change that affect noise levels.<\/li>\n<\/ul>\n<h3>Hearing Conservation Program<\/h3>\n<p>EH&amp;S is responsible for managing the hearing conservation program; and coordinates noise monitoring, audiometric testing and training.<\/p>\n<p>Direct questions regarding the hearing conservation program to the applicable campus EH&amp;S:<\/p>\n<table>\n<tbody>\n<tr>\n<td style=\"width: 21.3246%\">WSU Pullman EH&amp;S<\/td>\n<td style=\"width: 94.7701%\">509-335-3041<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 21.3246%\">WSU Spokane EH&amp;S<\/td>\n<td style=\"width: 94.7701%\">509-358-7621<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 116.095%\" colspan=\"2\">WSU Spokane EH&amp;S also provides information and assistance to WSU Health Sciences\u2014Yakima (which includes College of Nursing\u2014Yakima and College of Pharmacy and Pharmaceutical Sciences\u2014Yakima).<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 21.3246%\">WSU Tri-Cities EH&amp;S<\/td>\n<td style=\"width: 94.7701%\">509-372-7163<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 21.3246%\">WSU Vancouver<\/td>\n<td style=\"width: 94.7701%\">360-546-9706<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>Personnel at WSU locations not listed above may contact WSU Pullman EH&amp;S for assistance.<\/p>\n<h4>Full Program<\/h4>\n<p>A copy of the full written program is available from EH&amp;S.<\/p>\n<h4>Noise Monitoring<\/h4>\n<p>Contact EH&amp;S for noise exposure assessment if employees must raise their voices to be heard two feet away.<\/p>\n<h4>Audiometric Testing<\/h4>\n<p>All employees covered by the hearing conservation program are required to have annual audiometric testing, which is arranged by EH&amp;S. Supervisors are responsible for providing EH&amp;S with a list of affected employees who are eligible.<\/p>\n<h4>Training<\/h4>\n<p>Employees covered by the hearing conservation program (i.e., those who work in locations where noise exposure exceeds the exposure threshold) receive training.<\/p>\n<h5>Annual Training<\/h5>\n<p>Each covered employee must receive annual training, which is arranged by EH&amp;S. Annual training includes the following topics:<\/p>\n<ul>\n<li>Effects of noise on hearing<\/li>\n<li>Use of hearing protection<\/li>\n<li>Purpose of audiometric testing<\/li>\n<li>Access to records<\/li>\n<\/ul>\n<h5>Orientation<\/h5>\n<p>During employee orientation, the supervisor is to provide each covered employee with initial training regarding the use of and need for hearing protection.<\/p>\n<h4>Posting Requirements<\/h4>\n<p>Each department with employees in the hearing conservation program must post a copy of the hearing regulation (<a href=\"https:\/\/apps.leg.wa.gov\/WAC\/default.aspx?cite=296-817-20015\">WAC 296-817-20015<\/a>) on the safety bulletin board.
