These policies are implemented by Transportation Services.<\/p>\n<h4>1.1&nbsp; &nbsp; &nbsp; Goals<\/h4>\n<p>The goals of the ticket disposition policy are:<\/p>\n<ul>\n<li>To educate WSU Pullman parking patrons regarding obtaining proper parking permits;<\/li>\n<li>To aid patrons in avoiding future parking tickets;<\/li>\n<li>To aid Transportation Services personnel in providing mission-minded customer service; and<\/li>\n<li>To provide training guidelines for Transportation Services staff.<\/li>\n<\/ul>\n<p>This ticket disposition policy complements the due process regulations provided in <a href=\"http:\/\/apps.leg.wa.gov\/wac\/default.aspx?cite=504-15-860\">WAC 504-15-860<\/a>. The ticket disposition policy includes the waive policies described in the table in <a href=\"#Two_9\">Section 2.9<\/a>. A patron who receives a parking ticket may:<\/p>\n<ul>\n<li>Pay the ticket;<\/li>\n<li>Request a disposition of the ticket (which may include a reduction of the ticket); or<\/li>\n<li>Appeal the ticket.<\/li>\n<\/ul>\n<p>Any patron who is not satisfied with the University\u2019s action in response to a disposition request may appeal the ticket according to the appeal process described in <a href=\"http:\/\/apps.leg.wa.gov\/wac\/default.aspx?cite=504-15-860\">WAC 504-15-860<\/a>.<\/p>\n<p>The disposition policy allows Transportation Services to waive one parking ticket per patron per eligible violation per annual permit cycle in conformance with the waive policies in <a href=\"#Two_9\">Section 2.9<\/a>.<\/p>\n<h4>1.2&nbsp; &nbsp; &nbsp; Documentation<\/h4>\n<p>Transportation Services must document the waiving of a parking violation fee. The documentation must include:<\/p>\n<ul>\n<li>The date of the waive;<\/li>\n<li>The reason for the waive (i.e., \u201cP\u201d Waive, \u201cA\u201d Waive, \u201cV\u201d Waive, and \u201cE\u201d Waive as defined under Waives in <a href=\"#Two_9\">Section 2.9<\/a>);<\/li>\n<li>The name of the person who approved the waive; and<\/li>\n<li>&nbsp;&nbsp;&nbsp; Any other supporting documentation that helps define the circumstance.<\/li>\n<\/ul>\n<h4>1.3&nbsp; &nbsp; &nbsp; Ticket Disposition and Appeal Deadline<\/h4>\n<p>In order to receive consideration for a ticket disposition or appeal, the patron must contact Transportation Services within ten days of the issuance of the violation ticket unless otherwise noted in this policy.<\/p>\n<h5>1.3.a&nbsp; &nbsp; Exception<\/h5>\n<p>Transportation Services may extend the deadline if the patron did not receive a ticket on the date of the violation (e.g., the ticket was removed from the vehicle\u2019s windshield by weather or people), and the first notice they received was the ticket late notice.<\/p>\n<h3>2.0&nbsp; &nbsp;Definitions<\/h3>\n<p>All definitions in <a href=\"http:\/\/apps.leg.wa.gov\/wac\/default.aspx?cite=504-15-100\">WAC 504-15-100<\/a> apply to this policy. The following definitions are also applicable to the waive policies described in <a href=\"#Two_9\">Section 2.9<\/a>.<\/p>\n<h4>2.1&nbsp; &nbsp; &nbsp; AMP Park App<\/h4>\n<p>AIMS Mobile Pay (AMP) is electronic application that allows users to pay for parking through a mobile device or computer. Account information such as license plate additions, payment detail modifications, and changes to notification settings may be managed directly on the app or on the <a href=\"https:\/\/aimsmobilepay.com\/\">AMP website<\/a>. (Contact <a href=\"https:\/\/transportation.wsu.edu\/contact-information\/\">Transportation Services<\/a> for further assistance.)<\/p>\n<h4>2.2&nbsp; &nbsp; &nbsp; Annual Permit Cycle<\/h4>\n<p>An annual permit cycle is defined as the effective period of an annual permit.<\/p>\n<h4>2.3&nbsp; &nbsp; &nbsp; Days<\/h4>\n<p>Days are defined as calendar days.<\/p>\n<h4>2.4&nbsp; &nbsp; &nbsp; Move In\/Move Out<\/h4>\n<p>Move In and Move Out are defined as special periods when residence hall students are moving into or out of their residence halls. Move In and Move Out periods are established by WSU Housing and Residence Life and posted on the Transportation Services website.<\/p>\n<h4>2.5&nbsp; &nbsp; &nbsp; Permit Holder<\/h4>\n<p>The permit holder is defined as the patron who purchased and is responsible for the proper use and display of the permit.<\/p>\n<h4>2.6&nbsp; &nbsp; &nbsp; Write In Permits<\/h4>\n<p>A write in permit is defined as a daily permit that allows a patron to park in a specified University parking zone. The patron activates the permit by writing the dates that they intend to use the permit in the applicable date fields as needed.<strong>&nbsp;<\/strong><\/p>\n<h4>2.7&nbsp; &nbsp; &nbsp; Valid Parking Permit<\/h4>\n<p>A valid parking permit is defined as a permit, e.g., commercial, disability, departmental, purchased prior to a violation and displayed prior to the permit\u2019s expiration date.<\/p>\n<h4>2.8&nbsp; &nbsp; &nbsp; WSU Disability Permit<\/h4>\n<p>A WSU disability permit is defined as a WSU-issued annual or daily zone permit displayed with a valid state-issued individual with disabilities parking permit and identification which allows the patron to park in specified locations.
