2/10/26 Update: WSU Administrative Manuals to be Combined
The Office of Policies, Records, and Forms (PRF) is consolidating the existing administrative manuals into a single University Policies and Procedures Manual (UPPM).
As policies are relocated, policy owners and other users will need to update links and citations on their websites, online materials, training materials, templates, and other publications. Here is what you need to know:
- Phase 1 (completed): The Business Policies and Procedures Manual (BPPM) has been replaced with the UPPM. Both names will be used on the policy website during the transition, with the BPPM name completely phased out by the end of the 2026 fiscal year.
- Phase 2 (completed): All Executive Policies (EP) moved into the UPPM (see the policy Crosswalk).
- Phase 3 (in progress): Board of Regents (BOR) policies will be moved into the UPPM by the end of the Spring 2026 semester.
- BOR policies will become Chapter 1 of the UPPM
- Existing BOR links will be redirected.
- Phase 4 (upcoming): The Safety Policies and Procedures Manual (SPPM) will be moved into the UPPM.
- PRF will communicate with policy owners to identify the best UPPM chapter and location for their policy.
- Existing SPPM links will be redirected.
- PRF will publish a policy “crosswalk” so users and policy owners can see where each SPPM policy moved.
PRF will continue to publish announcements and reminders to ensure policy owners and users are aware of significant actions. In the meantime, PRF is continually reviewing, circulating, updating, retiring, and combining individual policies, as well as helping WSU units draft new policies. As policies are relocated, policy owners and other users will need to update links and citations on their websites, online materials, training materials, templates, and other publications. Here is what you need to know.
- Phase 1 (completed): The Business Policies and Procedures Manual (BPPM) has been replaced with the UPPM. Both names will be used on the policy website during the transition, with the BPPM name completely phased out by the end of the 2025 fiscal year.
- Policies currently in the BPPM will retain the same policy number and chapter, and existing links will be redirected.
- PRF will consult with policy owners if moving a policy to a different UPPM chapter or renumbering is needed.
- Phase 2 (in progress): All current Executive Policies (EP) are being moved into the UPPM, with completion of this phase by the end of the 2025 calendar year.
- PRF has been communicating with EP policy owners to identify the best UPPM chapter and location for their policy.
- Existing EP links will be redirected.

6/10/2025 Announcement: WSU Administrative Manuals to be Combined
The Office of Policies, Records, and Forms has started the process of gradually combining the Executive Policy Manual (EPM), Business Policies and Procedures Manual (BPPM), and Safety Policies and Procedures Manual (SPPM) into one administrative manual to eventually be named the University Policies and Procedures Manual (UPPM).
These three policy manuals hold equal authority, and revisions to all three manuals are reviewed by and approved by University executive administrators and approved by the President.
Our goal in combining the manuals is to:
- Improve clarity and consistency;
- Streamline access and usability; and
- Avoid redundancy in policies.
For policy owners, this is an opportunity to review your policies and ensure they are up-to-date and accurate. We will notify and consult with you if a policy within your purview will be relocated.
