This UPPM revision includes the following policies:
10.19 Alcohol and Drug Policy
- Creates the WSU Alcohol Event Request form;
- Creates a comprehensive policy on alcohol and drugs and consolidates existing legal authority and WSU policy;
- Adds prohibitions and expectations regarding drugs and alcohol for students, employees, volunteers, visitors, and others while on University-controlled property or engaging in University activities;
- Adds sections on controlled substances and legend drugs;
- Adds requirements specific to federally-funded activities;
- Adds sections on reporting policy violations and consequences for violations;
- Establishes requirements, approval procedures, and a request form for events involving alcohol on and off University-controlled property, including an exception process for WSU-affiliate events during business hours; and
- Incorporates and references other University policies such as driving University vehicles and annual reporting.
10.38 Policy on Policies
This revision:
- Clarifies procedures for revising forms and appendices; and
- Updates links throughout.
20.36 Facility Naming Policy
This revision:
- Adds EVPFO authority to refer projects to Facility Names Committee;
- Includes “gifts in place”, such as statues and memorial structures;
- Clarifies requirements for service- and impact-based honorifics; and
- Clarifies rights to deny naming requests.
30.61 Payment Card Data Security Compliance
This revision:
- Adds responsibilities regarding merchant and terminal accounts;
- Updates website and third-party processing security requirements;
- Simplifies process for PCI DSS assessments; and
- Updates links and titles throughout.
55.56 Departmental Recognition Awards
This revision:
- Changes the name of the policy from “Cash Awards to WSU Employees” to “Departmental Recognition Awards”;
- Clarifies that the policy applies solely to departmental and unit recognition awards under RCW 41.60.150 and does not apply to centrally funded awards;
- Clarifies that the $200 limit for these awards applies regardless of the source of WSU funds; and
- Specifies the time required for physical checks to be processed.
60.12 Administrative Professional Salary Determination and Adjustment
This revision:
- Updates the conditions needed for a stipend to be appropriate;
- Adds a section outlining the need and requirements for temporary salary increases;
- Updates bullet point on “extraordinary merit” as a reason for an out-of-cycle salary adjustment;
- Updates the HRS process for reviewing an employee-requested position review; and
- Adds a section outlining the requirements and process for a management-requested position review.
60.18 Recruitment and Selection of Classified Positions
This revision:
- Removes references to protected and underrepresented classes when discussing equal opportunity employment;
- Includes Recruiter and HRS in steps throughout the recruitment process;
- Updates steps for changing an applicant’s status during the interview process;
- Simplifies exceptional circumstances for exceptions to open recruitment;
- States requirements for direct appointments not handled through Workday; and
- Updates links to resources throughout.
60.21 Reasonable Accommodation of Employees
This revision:
- Clarifies language around job functions;
- Adds functions of an employee type, such as faculty modality requirements, to evaluation considerations for accommodation requests;
- Provides PFML references within Section 4.6.e Disability Separation;
- Corrects citations, grammar, and links; and
- Updates formatting to match current policy template.
87.60 Personnel Security
This new policy outlines the access to systems, roles, and sanctions for WSU personnel.
95.01 Travel Management
This revision:
- Clarifies approval and exception processes to reflect Workday protocol;
- Updates definitions and specifications for “out of state travel”; and
- Updates links and resources throughout.
95.05 Travel Advance
This revision:
- Adds sections addressing advance repayment default; and
- Updates links and resources throughout.
95.18 Extenuating Circumstances During University Travel
This revision:
- Adds the purpose and applicability of the policy;
- Clarifies expectations and procedures for travel alterations;
- Clarifies coverage options for incurred medical costs;
- Allows exceptions to cost of return;
- Broadens coverage of the policy from injury/illness to extenuating circumstances; and
- Changes the title from “Injury or Illness While on Travel Status” to “Extenuating Circumstances During University Travel”.
This revision includes the following policy retirements:

- The Board of Regents Policy Manual has moved to UPPM Chapter 01: Board of Regents.
- This policy’s information is now included in the introduction to the UPPM.
